Establishment of the Foundation's vision and goals
The families of the still captured hostages, dead or alive, and the returned hostages and their families, face a complex and challenging reality every day, full of extensive difficulties in all areas of their lives. From the urgent need to support them, the "Resilience Fund for the Hostages of the 7th of October" was established, with the 10th President of the State of Israel, Mr. Reuven (Rubi) Rivlin as the honorary president.
The foundation strives to lead, both directly and/or through specialized agencies, a comprehensive and multidimensional rehabilitation process for the hostages and their families, while building health, financial and social resilience, by providing practical tools for re-adaptation and rehabilitation in all areas of life. To empower the hostages and their families and give them the ability to face the challenges of the future, we work with them as partners in promoting the foundation's goals and activities.
The goals of the fund are: promoting and carrying out tasks (directly and/or through specialized entities) for economic, medical, rehabilitation, resilience and other aid for hostages (including those released, casualties, missing persons, etc.), from the events of the 7th of October, 2023, or those held in the Gaza Strip prior to that date, as well as to their families. This includes supporting projects that advance these objectives, carried out within other non-profit organizations.
The fund will operate with complete professionalism and transparency, without any political interventions. We examined the model of the American September 11, 2001 Foundation (VCF), which provided help to the victims and their families.


Foundation's principles and financing
The fund is based on the principles of transparency, reliability, equity and value creation for the fund's beneficiaries. The fund will operate in 4 arenas:
1. Raising funds and resources from donations and grants.
2. Collaborations that create value towards the foundation's goals.
3. Investing funds at low risk, as determined by the fund’s institutions.
4. Support and/or distribution to the fund's beneficiaries according to the fund's policy.
Funds will be collected, within Israel and abroad, from private donations, organizations, government grants and tenders, and will be allocated to the fund's goals, according to its regulations and policies. We strive for the fund to be a long-term support and it will be composed of professionals and people with experience and skills in facilitating collaborations and raising resources.
